We bought a 1T and our son was 14months and the costume was a little too short for him but he is a pretty tall guy. He and probably most little ones will not wear the cowl. Remember to buy black socks and shoes.

I was impressed with the material and fit of this costume on my 3 month old. He was so adorable. I thought the costume would be bulky and look really cheap but it was totally the opposite of what I was expecting. It was definitely worth the purchase.
